Our Story
enscarp began as a conversation between friends. As post graduate students (organisational psychology) we recognised, even then, that there was a better way to help organisations perform. We share a vision: to build a business grounded in evidence, clarity and practical impact – improving how people experience work, and their organisations perform.
That vision became enscarp.
Our Name
The name enscarp combines elements of our founders’ names into a single anagram and speaks to how we operate.
“en” – meaning inside or within – reflects our belief in building capability from the inside out.
“scarp” – a steep ridge or slope – symbolises the challenges organisations face as they evolve, scale, and adapt.
Just as navigating a scarp requires precision, skill, insight, and the right tools, so too do the complex organisational challenges we work with.

enscarp was founded and is led by registered organisational psychologists. In a market crowded with self-described experts, we bring qualified, professional expertise grounded in rigorous analysis and deep experience of complex organisational systems.
We combine organisational psychology with senior leadership experience across government, not-for-profit and commercial sectors. Our work sits at the intersection of psychology, governance and organisational performance.
Every engagement is led by endorsed organisational psychologists, with multidisciplinary support regularly engaged (e.g., data analytics), where needed.
Sam Popple
Sam Popple is an endorsed Organisational Psychologist and Executive Director at Enscarp who works with boards, senior executives and regulators on complex organisational and workforce challenges. Her work focuses on psychosocial risk, psychological health and safety, and the intersection of regulation, governance and work design.
She is particularly interested in how work is designed, and how organisational expectations, systems and incentives shape both worker wellbeing and organisational performance.
Sam specialises in translating complex regulatory, policy and evidence frameworks into practical organisational systems that strengthen governance, manage risk and build sustainable capability. She supports organisations to move beyond compliance approaches and embed psychosocial risk management within everyday decision-making, work design and leadership.
Her experience spans consulting, government and system-level reform in highly regulated environments. Sam led major psychosocial risk reform in Queensland, including contributing to the development and implementation of the Managing the Risks of Psychosocial Hazards at Work Code of Practice. Her work has included designing evidence-informed regulatory strategies, developing theory-of-change frameworks, supporting regulator capability uplift and contributing to broader national and international reform activity.
Her consulting work spans organisational strategy, evaluation and implementation across government and service systems. This includes evaluation of national initiatives addressing major health and social issues, redesign of psychological and support services, and development of organisational and regulatory approaches to psychosocial risk management that integrate with existing WHS and governance frameworks.
Sam also brings experience from dynamic operational environments, including a prior career in intensive care nursing. This background informs her systems-based approach to organisational development and provides a practical understanding of how work is experienced in complex service settings.
She is a Graduate of the Australian Institute of Company Directors (GAICD), an AHPRA Board-approved supervisor, and a Fellow of the APS College of Organisational Psychologists. Her work is grounded in both research and practice, including peer-reviewed publication on the regulation of psychosocial hazards.

Chantale Ruttley
She brings experience across consulting, government, and senior leadership roles in complex service organisations, combining organisational psychology expertise with commercial and operational leadership. Chantale has led major organisational functions spanning finance, human resources, organisational performance, and corporate governance, overseeing multi-million-dollar funding environments and highly accountable, regulated service delivery systems.
Across her career, Chantale has delivered significant organisational outcomes by aligning strategic intent with disciplined implementation. This includes strengthening board oversight through modern financial reporting and performance management systems, modernising workforce and HR infrastructure within legacy organisations, and delivering substantial financial uplift through strategic contract renegotiation and funding alignment.
At enscarp, Chantale works with organisations navigating workforce complexity and regulatory pressure. Her work includes psychosocial risk management, organisational diagnostics, leadership and culture reviews, and system-level organisational change. She supports leaders to move beyond compliance-driven approaches and instead build organisational systems that support both workforce wellbeing and sustainable performance.
Chantale is known for bringing clarity to complex organisational problems and delivering practical solutions that connect evidence-informed organisational psychology with real-world leadership and organisational delivery.

Jessica Strudwick
Jessica is a provisionally registered psychologist and PhD candidate with specialist expertise in workplace mental health, psychosocial risk, and applied organisational research. Her work focuses on translating complex research evidence into practical insight that helps organisations globally to translate emerging evidence into clear, decision-ready insight.
She brings experience across public health, regulatory, academic, not-for-profit, government, and private sector contexts. Jess combines organisational psychology expertise with strong analytical and evidence synthesis capability, helping organisations navigate complex questions about workforce sustainability, psychosocial risk, and effective organisational practice.
Jess’s work has been published in leading peer-reviewed journals including The Lancet, Occupational and Environmental Medicine, and the Medical Journal of Australia. She has also contributed internationally as a consultant and expert reviewer to the World Health Organization, supporting the development and dissemination of the WHO Guidelines on Mental Health at Work (2022) and co-authoring the Mental Health at Work Policy Brief (2022) published jointly with the International Labour Organization.
Jess is currently completing a dual Master of Organisational Psychology and PhD at The University of Queensland, where her doctoral research examines how working hours influence long-term mental health outcomes across the Australian workforce.
